Level 3282 is a jelly level and the jelly is under every square in the bottom half of the board, so everything has to be cleared and it isn't easy. 
There are 50 moves at the time of writing but I suspect this may be reduced in the future as it seems a lot even for clearing such a hard board.
There are stripe and wrap dispensers along the top of the board so use them to your advantage to grow the popcorns along the top.
What you need to aim for at the start is to grow two popcorns into colourbombs side by side so that you can switch them together to start clearing the cakes and grow the rest of the popcorns by one stage. If you can manage to get two double colourbomb combos the cakes will all be cleared and you will only have the popcorns to worry about.
Once the cakes are out of the way keep looking for double colourbomb combos, it is still possible to get two of them together down the side as one colourbomb will drop into the empty space at the bottom of the board next to the lower popcorn, then you can grow the lower popcorn next to it and switch them together.
All this is not easy to do, but it is possible if you use the stripes and wraps from the dispensers carefully.
I completed the following video with 13 moves left but they may take away more moves so I will keep my eyes open for the updates.
As expected, the moves have been reduced drastically, now only 12 moves which seems almost impossible, but below is a video made without boosters. The strategy is double colourbombs all the way.

Hints and tips showing how to pass level 3324 Candy Crush Saga without boosters by Cookie Level 3324 is a dual task level, you have to collect three ingredients and also clear all the jelly in 22 moves to complete the level. The ingredients move along quite a complicated path to the exits so care is needed to get them to the exits while at the same time clearing the jelly. The exits are in the middle section inside the candy cane fence so you won't be able to make matches inside that square until you have cleared the licorice using special candies or combos. The ingredients will drop down the left side of the board, through the portals into the right side, then down to the conveyor and out of the exits at the bottom.
